SPECIAL MEETING
CITY COUNCIL & WPC AUTHORITY
MAY 8, 2014
A SPECIAL TELEPHONIC MEETING was held by the City Council & WPC Authority in the Mayor’s Office on Thursday, May 8, 2014.
Those in attendance included Mayor Elinor Carbone, Comptroller Alice Proulx and Mayoral Aide Timothy Waldron. City Councilors Anne Ruwet, Gregg Cogswell, Christopher Anderson and Paul Cavagnero participated via telephone. City Councilors Drake Waldron and Paul Samele did not participate.
Mayor Carbone called the meeting to order at 9:08 a.m.
Schedule Public Hearing – NAA
On a motion by Councilor Anderson, seconded by Councilor Ruwet, the Council voted unanimously to schedule a public hearing on Monday, May 19th at 6:30 pm to review and discuss proposals for participation in the 2014 Neighborhood Assistance Act.
Senior Center Van
On a motion by Councilor Anderson, seconded by Councilor Ruwet, the Council voted unanimously to adopt a resolution authorizing the Mayor to sign and execute on behalf of the City all agreements, contracts, and necessary forms required for the 5310 application for the CT DOT funding for a new medical transportation van.
Schedule Public Hearing- WPCA
Herein acting as the Water Pollution Control Authority on a motion by Councilor Anderson, seconded by Councilor Ruwet, the Council voted unanimously to schedule a Public Hearing for May 19, 2014, immediately following the NAA Public Hearing, to set the Sewer User Fee for the period from July 1, 2014 and ending June 30, 2015.
Budget Adjustments
On a motion by Councilor Anderson, seconded by Councilor Cavagnaro, the Council voted unanimously to tentatively approve the adjustments to the City budget as presented by the Mayor at the Special Meeting held jointly with the Board of Finance on May 6, 2014. Mayor Carbone said this $76,000 addition to the Street Dept. budget is the City’s required grant match for the sidewalk project.
Franklin St. Project Funding
On a motion by Councilor Anderson, seconded by Councilor Ruwet, the Council voted unanimously to authorize the Mayor to execute loan documents for a $670,000.00 loan from EPA Revolving Loan Fund, to remediate the Franklin St. project.
Pension and Benefits Budget
On a motion by Councilor Anderson, seconded by Councilor Cogswell, the Council voted unanimously to
tentatively approve the Pension and Benefits budget increase of $30,000 for Connecticut Unemployment Payments for a total of $12,431,701.
Adjournment
On a motion by Councilor Ruwet, seconded by Councilor Anderson, the Council voted unanimously
to adjourn at 9:16 a.m.
